Sion Q and R bug

The past few days, I have been playing Sion jungle. Roughly 20 minutes in, following a death, I would respawn with my Q and R abilities disabled for no apparent reason. This happened two games in a row as Sion jungle on the new Summoner's Rift beta (Patch 4.21). They would continue to be disabled until I quit the game and logged back in to reconnect. After this reconnect, the abilities would be functional until the end of the game. So I did a little testing myself:

Testing:

I created my own test in a custom match on the new Summoner's Rift beta. I was the only champion in the game and mirrored my build path and level up's as best I could. After completing the match with no flaws in game play, the test showed me that Sion was not bugged after all (at least not in customs) and that it may be a bug due to another issue.

So I thought about all factors or elements that could be harming Sion's game play. These factors include:

• Rek'Sai was in both games were Sion was bugged and there was no noticeable issue prior to her release (at least one game was with Eternum skin)
• I was using Warmonger Sion skin
• Build:
  • 1st Game:
    • Stalker's Blade: Juggernaut
    • Ravenous Hydra
    • Sunfire Cape
    • Boots of Mobility: Homeguard
    • Spectre's Cowl
    • Warding Totem
  • 2nd Game:
    • Stalker's Blade: Juggernaut
    • Ravenous Hydra
    • Sunfire Cape
    • Boots of Mobility: Homeguard
    • Banshee's Veil
    • Warmog's Armor
    • Warding Totem
• I maximized Q followed by W, R, E
• During both games, the bug was noticeable after a death around the 20 minute mark
• Leona was also in both games (I don't think this is an issue but it was a similarity)

Things ruled out:

• Was not to do with Red or Blue side placement due to the fact that I was on Red the first game and Blue the second.
• Rek'Sai was an enemy the first game and an ally the second so it is not to do with Rek'Sai's placement relative to Sion
• It's not my keyboard. I've obviously used the letters Q and R within this discussion
• I have no changed key bindings or settings. It is all default.

My best guess is that this has to do with Rek'Sai. I am sorry I do not have any videos or screenshots. I found that is was hard to show that I was spamming Q and R while filming Sion standing there doing nothing. This is my first discussion board so sorry if there are any irregularities compared to other boards. I will be posting to reddit so look for "Sion Q and R Bug" and up-vote please.
