League Updates Disconnect and Reconnect Repeatedly

My league client will disconnect and reconnect only when patching. It'll say unable to log in over and over, and the patch will get to maybe 50 percent before it makes the sound as if it were done and just resets. I've uninstalled, used the hextech tool, everything.... which makes me think its a local firewall or something. I just need to know if anybody else is having this issue and what they did to solve it, because I can't find anyone else with the same issue.

My download speed is also very good. 150 mbps or so. It's not connection issues.

I've included a youtube link with an example. The only thing it doesn't show is that sometimes when it resets the patch, it also says I'm disconnected and cannot log in.

Edit: This has been going on for a really long time, I've just somehow got by it through reinstalling or using the tool. This time it's stubborn and I need a fix.
