[CHAMPION_BAN] Canot search for champions that I don't own

Steps to reproduce the issue:

Create a game and wait for champion bans. Use the search bar and type the name of a champion you don't own.

Expected result: the champion you searched for appears and can be banned even if you don't own it. Actual result: the champion you're searching for doesn't appear if you don't own it.
