FPS issues, choppy gameplay, dead game etc

I have done a test with my Radeon to check the temperature,memory usage etc. while League is on, and a test only for League. All other softwares were off in the background and League was the only one working.

I have AMD fx 8350 8core processor, 8gb Ram, 4ghz, hdd hyperx kingston ssd, 1Tb seagate baracuda etc. So can someone please let me know why 1 and a half year ago when i built this PC had 230 FPS when nobody was complaining about FPS, and just couple of months later started having 80 fps MAX. My FPS would sky rocket in the middle of a game from high to very low, for instance at one second i would have 80fps the next second i would have 30 or 40. I see a lot of complaints about FPS issues, so its not just me. Streamers are the most affected with it, cause their gameplay feels and looks very choppy.

Why do i have these issues with this config.? When i look at my HP bar while holding camera at myself, my HP bar is shaking or vibrating and often i miss a lot of abilities and auto attacks cause its causing me problems.
