Can't seem to see levels or summoner names

I can't seem to see mine, or other champion's levels or names when playing. I have been having this problem since the start of 5.20 and waited till the next small patch to see if it was fixed. When I saw that it wasn't I reinstalled my client but the problem still persisted. I have looked through all of the in game options, and toggled all of the "shop summoner names" and etc options but the problem still persisted. It isn't too big of an issue except for in all for one, but it can get tedious checking the tab menu constantly for levels and names.(Kindred in the photo's is me, then I took a screenshot of allies and enemies and then my options)
