Launcher not allowing me to pick a champ during champ select

During random games or ranked solo/duo i keep getting locked in champ select unable to choose my champ. the lock in buttons are greyed out and also the champs are geryed out as if i had picked a champ but i haven't. The most annoying of it all is i get put in a wait timer and is cases of it happening over and over i get put in lower priority queue for leaving/not selecting a champ. Am i the only one having this issue?
