[Client] Champion Select was completely ruined

I tried to get a picture of it but I accidentally hit Esc while it was processing so I'll describe what happens

1. You can't see who was picked or banned
2. You can't ban or pick champions because no champion icons show up at all
3. You can still see the slicing animation for a champion getting banned but their splash art is not there
4. The rectangle for runes selection is half the height it normally is and the rune page number disappeared
5. All of those will happen in the exact same way every time this glitch occurs
6. It will happen again until you restart your client

This glitch forced me to dodge 2 queues in a row with no control over stopping it. It is so frustrating to get 15 minutes worth of low priority queues when you aren't doing anything wrong. Edit: I realized just now that this glitch is the same as the post titled "UHHH OKAY"
