Thunderlord's bug

So sometimes thunderlord's decree doesn't work. What I have read elsewhere said that if someone else who was a higher priority pick took it you will not get to use it even if you have it. both times I have not been able to use it even while having the mastery have been when someone else on my team who was higher pick had it.

Please fix this ASAP.
