Have you recently been lagging with this new client?
This is so dumb, i've been penalized 5 times for leaving queue because the client freezes and i can't do anything! Pls Riot! fix this!

Have you enabled low-spec mode in the client options yet? If not, try that and see if it helps.
1 vs AI game perfect. 1 Ranked game perfect. 1 Ranked game terrible off/on lag.
I've been using the new client for quite some time and haven't really had issues. My problems (and a ton of other peoples') started with the latest patch. I'd be inclined to believe its the patch not the client
