Sejuani E disappears, more frequent on Scuttle Crab

The bug happens to me about 2-3 times per game. If you get 4 stacks, press E, they do not take damage, do not get CCed, do not take passive damage, but typically the target does get the Frozen debuff (although I have seen it reset immediately and start to stack again). I was wondering if anyone else is having this problem? Maybe the problem is if an auto attack lands prior to the E debuff actually landing?

It usually happens on the Scuttle Crab, but I have had it happen to me on other jungle camps as well as on champions.

Are you hovering them when you E? It's targeted now; not aoe like before.

he means that when he presses e on the scuttle, the e projectile goes to the scuttle, but he doesn't get stunned, although the debuff (X seconds during which you can't e again) still applies.

I can't repro it at all. I'd need a replay or more info on his/her item build or at least where they are in the river when this happens to narrow it down a bit (I already tried Eing just as scuttle dashes, as it goes into fog, Eing just as stacks are going to fall off, Eing then W-ing, trying to auto right before Eing which Sej locks out, Wing as the E in in the air, etc.).

I've just had this happen in the past couple of games. I've yet to have the same thing happen on any other unit just scuttle so far. Mine will not proc the cc or debuff, but the stacks are reset to 0.
