Is league being ddosed?

Wasn't able to load into game. Not able to reconnect. Noticed they're "aware of the issue" but at least even though the game isn't working, the penalties are still working great! If I can't play online I'd like to at least practice cs with draven since I am a noob. I'm new and haven't dc'd from a game like this yet, once the option to fail to reconnect goes away, will I at least be able to do that or am I going to have to wait through a penalty after waiting for this game to be over
