Caitlyn Issue with 90-Caliber Net and Yordle Snap-Trap Debuff

I saw this in a normal game and was able to reproduce it in custom. Caitlyn's 90-caliber net is generating the same effect as Yordle Snap-Trap.

How we reproduced, with exhaustive steps. This may not be the minimum required set of reproduction steps.

1. At level 1 step in a yordle snap-trap and be shot by a Caitlyn AA. Attack criticals and increments Headshot count.
2. step in a yordle snap-trap and be shot by a Caitlyn Headshot AA. Attack criticals and Headshot is not consumed.
3. Be shot by a caitlyn AA without a snap-trap, with Headshot active. Attack criticals and Headshot is consumed.
4. Advance to level 2. Caitlyn will level up 90-Caliber net
5. Be hit by 90-Caliber Net and shot by Caitlyn autoattack. The blue arc pointing away from Caitlyn appears on the champion hit while slowed by the net. Attack criticals and increments Headshot count.
6. Be hit by 90-caliber net and shot by Caitlyn Headshot AA. As above, Headshot is not consumed. Attack is a critical.

If 90-caliber net is replicating the increased damage from Yordle Snap-Trap, A) Caitlyn is completely broken right now B) it doesn't really "shift the power to yordle snap-trap" now does it? ;)
