[Gameplay] Twitch's passive counts for procing thunderlord's decree

Twitch is able to proc thunderlord's decree with only two auto attacks, an auto and cask, or an auto and contaminate. This can easily lead to a twitch's advantage as it gives them a good amount of burst in laning phase that cannot easily be met by their laning opponent. It seems to come from Twitch's passive counting toward procing thunderlord's decree. When fast enough, I have observed that during an auto/contaminate combo that the thunderlord proc occurs on the tick of twitches passive after the combination.

I have also tested this on other champions with similar passives and I found that it does not work for any of them. Namely: Darius, Brand, and Gangplank. Teemo, with an ability adding a poison to autos, also doesn't work, as well as, Malzahar with his voidling.

From what I gathered, this must be a bug and should be fixed.

All of this was tested in custom matches.

Additionally, I found out, at least in darius's case, that spells that effect enemies, but do not deal damage, do not count towards activating thunderlord's decree.
