Ultimates Cancelled but no cooldown reset

Hi,

Is it normal that ultimates can sometimes cancel, or animate then disappear, with your cooldown not resetting?

I'm talking about when Garen uses his R on a champion but in the middle of the R, perfectly times the enemy champion dies or something, and Garen's ultimate does animate but he can use his ultimate again on someone else.

Or Brand's ultimate would cancel in mid-animation when he throws his R out but the enemy uses zhonya, and Bran'd ultimate would cancel and his R can sitll be used (cooldown did not activate)

Or Veigar's R when he throws his R out and something happens to the enemy champion and the R can be used again.

Keep in mind though, in all of these examples their R doesn't damage the enemy champions, or even has a chance to.

These rarely happen and only in perfect circumstances where the timing is just right that when the person presses R and something happens to the targeted enemy champion, and your R "animates" but doesn't actually damage, and the cooldown doesn't reset.

Heres some context:

Sometimes when I use (ex: Brand's R), they would get cancelled? However, in a way that I don't actually cast my R, therefore my mp doesn't go down and my ult doesnt go on cooldown and I can R again (I don't actually damage anyone though but sometimes you see the skills animation but it disappears when cancelled).

This only happens in very specific situations like when Akali disappears right when Brand throws his R (his R would cancel, cooldown will not reset, not damaging Akali, and I can R again).

This can also happen to Garen's ult when the enemy champion dies in the millisecond Garen does his R, and he can R another person (his first R doesn't actually damage or kill anyone, it's just that the enemy champion died some other way and Garen was in the process of R).

There was another time, not sure if this actually happened (because it was in a team fight and I can't see anything). I threw our my Dark Matter and I'm not sure but my R too on Jhin (maybe I was out of range and my R didn't actually set off even though I did press R), and then a Rengar appeared beside me and in panic I pressed R again on him and my R damaged him, and I as confused because I didn't know my R would actually do anything because I thought I already used it on Jhin.

It seems like those type of weird times in League where it just happened because of just how the game mechanics work. Also this isn't always the case for all champions, like Lux's R will not disappear unless she dies in the middle of the skill animation, but even if she dies in this case, her ultimate is on cooldown.

To clarify I don't mean "cancelled" like Malzahar is using his R and someone stuns him (in this case his R is stopped, his mp is decreased and his ultimate is on cooldown) kind of cancelled. The type of cancelled I'm talking about here is more like the R is animated to some degree, the R does not go on cooldown, and it gets cancelled because of a specific event (like enemy champion disappears or dies before the R reaches them) type of cancelled.

I did some research and people have talked about this before.

According to Wiki for League of Legends, for brand's case: "If Pyroclasm's current target becomes invalid, it selects a new enemy at no cost to its remaining bounces. If its initial target becomes invalid and there are no other valid targets, Pyroclasm refunds 100 mana and resets its cooldown."

So, that Brand ultimate cancel situation, is refunded if the first target turns into zhonya (not sure if wiki is accurate though)

I'm not sure with Veigar, maybe I just saw it wrong because I wasn't really looking at the enemy when I was pressing R, all I know is I pressed it and I'm not sure if it actually casted since maybe I wasn't in range (I use auto-cast).
