@Riot Is Bard in the Champion Roster on the Game Info -- Champion tab??
I was looking around, thought about looking at 
in the champion tab and he is no in there at all. Check the Support/Mage Icon and he is nowhere.

Not really a bug, Riot is just extremely lazy about updating that stuff (or more appropriately, they just place very low priority on it).
You should use a third party site (such as lolking) to check out champions and abilities that have been recently changed.
