Vi loading screen glitch

I am currently experiencing a glitch where anytime I jungle or visit store my screen is freezing. I don't want to say someone in my last game was using a lag switch but I think that may be an issue lately cause I have had game where I could have over come my enemy easily and in the middle of a kill it would glitch to the point where I end up dying and it looks like they flashed with out the animation. I really am having a difficulty with this during solo Que in team builder the most but I have had it happen during ranked too.
