Cool Bug on Vi
My mouse stopped moving till the recall was almost done, as can be seen :D (watch the clip and u will know as much as i do)

Something like this happened to me, except I stood still, and after 2 seconds I could move. Still got full cooldown though. [slayer-jinx-unamused]
There was an interaction with Ekko's w, as you can see, after he stepped into the area, you got stunned. So maybe his w somehow blocked that path for you
I think the bard ult caused the bug, it looks like you would have been in the area had you kept moving
