(gamePlay)Hecarim E (Devistating Charge) Doesent always damage towers

I have played hecarim a few games the past couple days and have noticed that sometimes when i go to use Devistating charge (hecarims E) it doesent do any damage to the towers and it also goes on the full cooldown afterwords.

I have done it multiple times but out of 10times it probally works around 3times

I was using arcade hecarim all these games but i dont know if the skin would change what happens or not
