[Gameplay] Ashe's W only gets 4% of the dragon buff ad

Noticed this a few times late game that my W didn't have the 100% Ad ratio that it should (More or less 10-18 damage loss) While this could be a tool tip issue i decided to go check in a custom game if it was actually the dragon buff.
