Remove penatly time

Personally, I think Riot should remove everyone's penalty times since it was not our fault. I got a 20 min time for 5 games.

I hope so too. I got leaver busted because of this server problem. Not fair for me to sit in low priority queue and waste even more of my time. Please remove the penalties Riot.
