In-Game Freeze Issue

This has been happening for a while now. It doesn't seem to matter the champion, but sometimes when i play the screen will freeze for about a second. Kind of like what happened with the Dark Star Thresh skin when it came out. I thought at first it might just be something in my settings, because I'm using a laptop, but everything is on low settings. So after completely screwing up a team fight because of this i asked the people in game if they had the same issue, and a few of them said they had and they thought that it was on their end too. So if anyone knows a fix for this it would be much appreciated.
