[GAMEPLAY] Gangplank's ultimate only upgradable once

Messing around in a custom game seeing how feasible it is to get Silver Serpents I was only able to upgrade GP's ultimate once. Even though I had more than enough Silver Serpents. Got to 500 upgraded to Fire At Will (might be important) after that all other upgrades were locked out for the rest of the game. Which was odd because I got the animation for hitting the other benchmarks for the upgrades. I quit out of the game having over 1k Silver Serpents because I couldn't upgrade his ult further.

In a previous custom where I could upgrade his ultimate all three times I upgraded Death's Daughter first. Maybe some odd interaction.

I have tried him a few times in customs and can't figure out how to upgrade his ult at all. Had over 800 ss and went the upgrade at the store and they were all greyed out and I couldn't buy them. Not sure if related but two times I couldn't upgrade, but have only played him twice since the rework so.
