[7.4] Leblanc R-Q CD reset
Reproduction rate: 100% - When using RQ on a target right when losing vision on it, a clone spawns and launches a projectile, but R doesnt go on CD.
I'd like a fix that doesn't nerf leblanc's deceiving tools (aka without nerfing the moment leblanc goes invisible since it's a really important timing)
