[GAMEPLAY] Bug Thunderlord Decree
Now I could be wrong with my thoughts on some of these, but a few of them really annoy me in game.

Playing as
I was playing against a 
He would poke me twice with auto attack then go to Q me. I would spell shield his Q and still get damaged by his Thunderlord's Decree. In my thought I blocked the third stack of Thunderlord's Decree so I shouldn't get the damage but you still do. -
Now there are alot of champions that have AOE DOT abilities. It is really hard to counter play some of them when they can use one ability to trigger all three Thunderlord's Decree. I would be very smart to make it so you have to use different abilities or basic attacks to trigger it.
