Rune Bug

If i open league and go into a match, i will almost always have only the preset runes available to me and i cant make a new page. the next game i can use my pages but this has been happening for 3 patches now without a fix. Many of the champions i play cant really use the default rune pages that well so im always at a disadvantage.
