[GAMEPLAY] Rakan's charm has a game changing bug

Rakan's charm doesn't work as it should. People are charmed at the initial location of Rakan's ult rather than following him.
The only thing that keeps me close to league is Rakan, and I'd love to play him more. But as of now, it's incredibly hard to get used to the bug and NO ONE IS ADDRESSING THAT IT EXISTS What makes me say that this is a bug?
I speak from experience.
When Rakan was released, enemies actually followed him when he used ult. Proof: https://www.youtube.com/watch?v=L_6CXo24vS8 Do you see how Irelia followed him rather than going to the initial locations like in the gfys above? The youtube video was on the patch when Rakan was released(7.9)

The difference between the gif's and the vid is, that in the gif's you W on top of the enemy with R active. In the vid, he first tags all targets with R and then follows up with W.

I've experienced this behaviour myself already and I think it's that if you W through the enemy with R active, they rather walk towards the starting point of the W animation instead towards your target location (which is what happens in all situations except for the Pantheon gif, which I have no clue what's going on there). I don't know if that's a bug or intended however, but maybe the game just handles these situations differently.

This actually should be changed rather soon because it actually kills the way he is played. I too experienced this bug and sadly i had to adjust to it, but many times i have failed and got flamed on by my teammates even tho it wasn't technically my fault for not working as intending. This animation cancel differentiates the "ok" Rakan players from good ones even tho' it is not hard to pull it off, it would be sad if this is the intent of Riot on how it should work, but who knows when they will patch it, we just have to wait.
