GodKing Darius's E does not work properly

For whatever reason the E that GodKing Darius uses does not seem to work sometimes. I will have an enemy well within the lower blade of the axe when it extends, only to not actually pull. I am not missing. I normally make these kinds of pulls on the default skin. I don't understand why this is happening considering it is a skin and the Axe that he uses is similar (if not same) in size. For an added note, the Q seems to be a bit slower too compared to the default skin. In general, the animations just seem slower even if they are supposed to be the same speed.
