So I played a game of Jhin recently in which I was able to reset the time limit on my 4th Auto Attack by clicking on a champion that was outside of my auto attack range

you probably auto canceled, not really a bug. Some people do that to keep their 4th shot ready.

You can reset the timer on your 4th auto by castins spells i think
