Hey General Ripper -

Are you referring to Champion Mastery here? The banners that hang over the top of the loading card?

Going to state the obvious here, but the banners are only for levels 4 and 5, so if you're level 2, you won't have a mastery banner. If that's not the case, I would first suggest doing a client repair -

Run League of Legends
Click on the '?' button that is located in the top right corner of the window
Click Repair
Wait. The repair function can take anywhere from 5 minutes to over 30 depending on the number of corrupt files it has to repair

If this isn't fixing the issue, lemme know!
