Weird blue circle in right side of the screen

I've been getting this blue circle in the right hand of my screen. It does not affect gameplay but it is annoying to look at. Any idea what of what it is?

It could possibly be a bug with the gamefiles, is it triggered on a specific champion/with a specific champion in your game, or just any character?
Did this ever get fixed?
