Weird blue circle in right side of the screen

I've been getting this blue circle in the right hand of my screen. It does not affect gameplay but it is annoying to look at. Any idea what of what it is?

ModAttysu The Poro1 votesIt could possibly be a bug with the gamefiles, is it triggered on a specific champion/with a specific champion in your game, or just any character?

ModAttysu The Poro1 votesTry reinstalling maybe? Seems like a bugged texture for events/quests to me.
