Certain reactivation/toggle abilities appear to be active at game start.

Abilities like Pyke W (not Q though)(abilities where the cd starts at ability end and has the active animation on the ability icon when used), or Irelia W (same thing) appear active at game start. Giving the illusion of having the ability. Have not seen it happen on champion ults (Anivia R). Edit: Just remembering Shyvana's W was another one that was bugged.

About 70% reproduction rate.

My first time Irelia it didn't happen, my 2nd time I didn't get W until level 8 because I kept thinking I had it. Happens often on Pyke and I think my friend said it happens to him on other champions too.
