Rune items stopping remakes

I've been in multiple games where my team or the other team could not remake because the person who is AFK just so happened to have Minion Dematerializer, Biscuits, or Magical Footwear. I know Riot has said in the past that rune items do not affect remaking but I'm starting to think that's just straight up not true.
