Level 40 levelup broken

Instead of behaving normally, when you achieve level 39 you get a quest in your log that automatically completes, but gives no reward while getting stuck in a permanent notification state. Every time you restart the client, you get a notification that quest was added to your log, but the quest auto-completes without paying out. I'll update this post with the results of actually getting level 40, but I anticipate bad things.
