Is Knight Buff supposed to count as mitigated damage when calculating Thornmail damage return?

I haven't tried it on 9.14B (today's patch) but it wasn't in the patch notes. Was hoping it would be. When Thornmail damage return is calculated, Knight buff block damage is not taken into consideration. It actually seemed to reduce the damage that Thornmail did. Is that intended? Is it ever going to be changed?
