Force of Nature doesnt work

Force of Nature item doesnt give you +1 team size as it says , it just does nothing atm . Had couple of games where either me or someone else build it , but got nothing out of it

I can confirm, I build it twice but it didn't let me place another champion on the board.

I've had it work with 2 significant exceptions: if i placed it on a champ during the round, or if i get overflow from the draft carousel. Both those situations screw it up for me.
