@Riot Essence Reaver on Other Maps

I play not only Summoners Rift but also a lot of Crystal Scar (Dominion) and Twisted Tree Line. I find that Essence Reaver is a niche item that works really well on certain champions such as Jayce (which also happens to be a champion that I play a lot). Why is this item not available on other maps aside from SR? Adding it to The Crystal Scar and The Twisted Treeline won't break the game mode, but will definitely add some item diversity to them!
