Forum moderators aren't the game developers. They have no reason to discuss game balance.

A Rioter actually mentioned that Mark/Dash is in need of "tweaking" because it's too much. In my opinion, the change isn't enough, but it is acknowledgement and a step in the right direction. Testing will be done in the PBE soon.

The people in charge of these things already know. Otherwise there wouldn't already be a plan to test changes to it.
