I would like to hear from riot why don't they make ultra rapid fire mode permanent in custom games, while even dominion is in the game...

its simple. Its part of the temporary games modes that rotate throughout the year. its not permanent because it would ruin how special it would be when its always available. Not only that if the mode is always up people will start losing interest in the game (case in point Dominion) or worse case (which happens after the mode is released) is that people start making a Meta for the game. Then we get people harassing one another because People arent using a certain champion who works best in URF mode. I would get harassed when i would want to play Quinn and Sej because at the time they were considered troll picks and no one plays those champions!
What if they made dominion be like Urf... and ascension? :D Remember that gamemode? when azir was introduced.. it was fun... :o now immagine no cooldowns and costs...! WHOOO!
but with darius.... ehhhh... idk... sounds... scary...
