I was just wondering if Riot is considering updating the Crystal Scar Visually anytime soon? I know that open beta for the new SR VU just got here, but is there any plans for updating the crystal scar and better fps for the map?

I'd love to see it although Riot has generally indicated that they have no desire to support or promote Dominion beyond the most basic maintenance. It's frustrating, but the priority is SR. They did leave other maps open to updates when they announced it, but if they do end up doing it I'd not expect it for several years yet.
Better FPS? It runs at max settings at a consistent (Vsync'd) 60fps on a rotting potato. What more do you want?
