Solution to bots and dodging games with bots?

Hey guys... just wondering what if any sort of solution there could be to help with this whole bot problem, specifically on Twisted Treeline and Dominion maps. I'm an avid 3v3 player, prefer it for the shorter game times, and in the year and a half ive been playing. These bots are still wrecking games. The problem tends to come and go, but still, the most frustrating part is noticing a bot during champ select and being penalized for dodging the game. I've had to wait 30 minutes once for dodging 3 games in a row because they all had bots during champ select. I was just wondering what our Rito friends could do to at least curb the penalties for dodging games in those game modes since apparently the bots only plague people there. What do yall think?
