Black Market Brawlers on Butcher's Bay?

Why didn't you guys just modify summoner's rift to look like Butcher's Bay and put this new mode on there? Considering that this is a pirate related mode, shouldn't it be on the pirate related map? Also, are there any plans to do skins for maps (like butcher's bay for aram)?
