Low-End PC Gameplay Suggestion
With the lowest settings I could possibly have for the current Summoner's Rift, I run anywhere between 15-40 FPS (it drops according to how many animations are on the screen at once; mainly spell animations), and that's acceptable. With Howling Abyss, I'll go around 5-12 FPS if I'm lucky. With this in mind, I headed over to the PBE and tried out the new Summoner's Rift, and well, it was 5-12 FPS. There's something about the most previously updated maps that seem to create a huge leap downward for FPS, and I'm fairly sure it has a lot to do with all of the extra background animations and the obsessively extensive animations such as parts of the map falling in Howling Abyss or the Dragon spawning in the new Summoner's Rift, and that makes a lot of sense considering I'm only running with 2GB RAM.
My proposal here is to give us more options concerning these type of animations. Maybe you could provide us with an option to turn off all or large portions of background animations that do not affect the gameplay in any way, and/or give us an option that sort 'tones down' in game animations that do effect the gameplay.
I must say that I'm no computer/game designing expert, but I do think that this would highly improve many people's performance with shotty computers such as myself. I hope that there can be something worked out to assist players like us, because I'd be pretty sad to not be able to play my favorite game again until I can spend a few years to save up for a better computer, but I'd perfectly well understand if there can be nothing done to this degree.

P.S. No worries; I'm not really a banana.
