mainly why isnt it allowed on SR I mean if you just lowered the AR/MR to 40/40 or 40/30 I really dont see why, or even as it is, and if it ever was allowed on SR why isnt it now, didnt know whether to put this in maps or gameplay so I figured this made a bit more sense. would appreciate and answer whenever possible.
This item would be a very nice choice for tanky junglers, since tenecity was removed from

Because armor and MR on the same item is usually a bad idea. Purchase this item to take less damage. There's not really much gameplay attached there. Especially when the item has AP (damage) AND tenacity. It makes you tanky, hard to lock down, and do more damage, all in one item. Accordingly, it either gets nerfed into oblivion or it's super OP and core on literally everyone.
