Disbanding Champion Select

We've all experienced it. A person that just doesn't accept the role that's left for them or just wants to make other people's games more of a struggle than they already are.

My experience:

I experienced one such thing last night, where myself and 3 others on my team called a role, "mid pls" etc, and hovered a champion, ready to lock in. Our last player simply said "troll pls" then locked in Blitzcrank with Clarity and Clairvoyance. We decided to wait it out to see if he would leave but he didn't, so my friend who I was playing with decided to dodge so we wouldn't have to play with that Blizcrank, and nobody else wanted to play with him. As a result, we then had to wait 5 minutes befofe re-entering the queue.

My suggestion:

Have an option on your team to disband that champion select with a voting system the same as is used for a surrender vote, e.g. 4/5 votes needed for it to pass. This would only be available for Blind Pick so people can't disband if their champion gets picked in Draft. I feel this would benefit many players, as nobody likes insta-lockers or trolls and shouldn't be the ones who get penalised for not wanting to play with those kinds of players.

I'd like to hear what you guys think, and of course any suggestions are welcome, this is just an idea :)
