4 of my last 5 ARAMs had a leaver/AFKer
Is Leaverbuster not working? Or am I to believe that I suddenly ended up in a string of games where these people are all leaving/afking for the first time ever?

Really? Maybe this is ELO-dependent, or you just had bad luck. I play a lot of ARAMs, matched with Gold players, and I would say the rate of AFK is less than 1 game out of 10, maybe 1 game out of 20...and that's only for either team. Twice that for AFK on my team. It's really rare.
Sounds like a typical game of LoL to me (especially ARAM).
Sounds about normal. Its not uncommon for a streak of leavers or afks in some matches of aram unfortunatly
Sadly, ARAMS are usually this way. Most games start with only around 3 players, the next two either come into the game a few minutes late, or don't show up at all. As an avid ARAM player afks are something that I learn to expect... It's sad, but at least there aren't very many bots like in dominion and TT.
Be thankful it's not ranked... xD
I don't get AFKs in ARAMs that often. Like someone else said it's probably 1 in 10-20 games
