So why is surrender not a democracy?

See above. 3 out of 5 want surrender, at mercy of two people, or even 1 person if the 5 doesnt vote.

it is a democracy, the threshold for a motion to pass is just higher than 60%

Someone who doesn't vote is considered a Yes because you know, otherwise this match wouldn't exist in the first place without everyone starting the game with a big Yes on their heads.

Then if today each team has 6 people, then you can say 4 vs 2 should pass and I would agree. But the thing is each team in LoL only has 5, there is no middle line so they made a good assumption that people are* more likely* to continue the game hence each surrender vote needs to have only smaller or equal to 1 person disagreeing to pass. This assumption is completely fine, I don't like games where people surrender just because they aren't wiping the the floor with enemie's arse.
