Like team builder. Except instead of queing with a specific champ you are in a role and that is the role you go. It would still be ranked. But you would eliminate 99% of the issues arising from people fighting over what they want to play or what they simply have never been good at.
Minarde1 votesRole-based queue would be interesting, but probably confusing to most of SR's playerbase. After all, everyone's used to calling positions. It's always "Top" or "Mid," not "Assassin" and "Fighter."
Riot's already working on Team Builder Draft too, which is roughly TB with just position-queuing and picks/bans.

And for something as major as this, figure they need as much feedback as possible. So the earlier they role it out to PBE, the better.
