Why Riot doesn't make something like DOTA 2 custom games, where players show their creativity?

Just look what DOTA 2 Reborn provided to their players. You can play so many different game modes in DOTA 2 Reborn. In LOL we have to wait for interesting game modes for months and just for few weeks.
