15 Minute Dodge Times

Why is it that if you dodge a Nemesis game, that you have to wait 15 minutes before you can get back into queue? Recently I tried to play a nemesis game with a couple of friends, however when we got into champ select, he wasn't in our game, I obviously dodged the game. However, I was unable to play again due to the 15 minute wait to get into queue.

It's to disincentive leaving games at champion select if you don't get what you want

It's to deterr people from dodging games repeatedly in this game mode, as the "fuck, these champs suck, dodging, cya in 5 min" mindset was negatively impacting it very heavily.
