Confusion about this icon stuff?

So I just want some clarity - I'm still on act 1 and chose Graves icon. It's my understanding that you need to win an ARAM game and get 20 kills throughout before you can get the icon - my question is - do you have to these in order? Like do I have to win the ARAM game then get 20 kills? I'm a little confused because I just had an ARAM game where I got 19 kills, not counting all the other games I've played beforehand, I know I have well over 20 kills, but it doesn't seem to have counted any of them.

Is this a bug or am I just going to have to get another 20 kills?
